Apple Cash for Child

I have been trying to set up Apple Cash for my Son with his iPad (Newest Gen on iOS 15)

And I am seeing that all of the listed requirements seem to be met, but for some reason it still shows pending and I can't proceed further.

Sorry, I found out what the issue is. Son is not quite 13 yet, So it won't work until he is.
