Why can't I transfer purchases from my old Apple ID to my new Apple ID?
I do have Family Sharing.
I have two Apple ID's, one for purchases a second Apple ID for iCloud. Family sharing is associated with the Apple ID for iCloud. I simply want to associate my thousands of dollars of purchases from my old Apple ID to the Apple ID with iCloud. It should be a simple matter of making one Apple ID dominant over the other. I don't understand why this simple task is so difficult.

The short answer is "because Apple says you can't". The longer answer is that no one here in this user-to-user technical support forum can answer questions about why Apple does or does not do something.
Why are you creating a new Apple ID? If your email address changes, you simply update your existing Apple ID with the new email.
Hello again~ I would agree with *IdrisSeabright’s* last post and move the storage to the Apple ID associated with your purchases and also with the other post about the why’s and wherefore’s of Apple’s decision making :) Good luck.
