Thanks for posting in Apple Support Communities.

We understand that you want to stop your text from zooming in when hovered. This is an Accessibility feature called Hover Text. You can disable this in Apple menu > System Preferences, click Accessibility, then click Zoom. Deselect Hover Text.

You can read more about this feature in Use Hover Text on Mac.
