in mail, why are my messages are all in vip box?

If you have no VIP’s, it shows all.

VIPs is a smart folder and the criteria seems to be such that it shows all messages if you do not have any VIP’s.

If you do have VIP’s set up, then I don’t know why it shows all.

yes. Smart Mailboxes, like Smart Folders show you the original items.
