(Phone number) is a new contact but iMessage won’t send a message because it says it’s not registered?

We see you're having an issue with Messages. To clarify, is it saying the recipients phone number isn't registered or yours? If you're using an iPad and you're trying to send a message to someone who doesn't have an iPhone, you'll need to use text message forwarding from an iPhone to do so. Learn more here: How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac
