My new IPhone 13 has disabled and I cannot download Itunes on my office laptop

Bought new IPhone 13 and setup the new passcode but forgot and tried to attempt many times and it has been disabled now. Asking to connect Itunes, as i am using my office laptop cannot download Itunes. But I have connected Itunes on my old Iphone X but it does not help. How do i reset my new passcode in new Phone 13?
