Activating, Enabling or Restoring FaceTime for iPhone bought in Dubai (without facetime)

What does this mean? "Make sure that your device supports FaceTime" as per the Apple Support note.

Does this mean that those devices bought in Dubai can NEVER have FaceTime restored on them?
Is it a hardware/firmware 'block' or if out of UAE Facetime can be restored?

The simple question, can I get FaceTime to work on a device bought from Dubai - if I am out of the country and download the FaceTime app?

FaceTime isn't available or might not appear on devices purchased in United Arab Emirates. Group FaceTime and FaceTime Audio are not available in China mainland on iPhone and iPad with cellular.

Thanks for the answer and hopefully we can get to the answer which is if the device is then taken out of the UAE and a SIM card is inserted from the other country can we then download and activate FaceTime as normal?
