This means that the connection between between the two of you is poor. Either one or both of you have poor local connections with Wi-Fi or Cellular. If this only happens when you are talking with one particular contact then the issue may be that contact.

I have had the same issue since I updated to ios 15. I never had this issue before but now every single time I call my brother this happens. It's to the point we have stopped Facetiming each other and only use Whatsapp which I never have an issue.

How come this doesn’t happen when using a different video communication app? Why only FaceTime on my iPad has this issue? I can connect with the same person using my iPhone on the same Wi-Fi and never have a problem.
