the neon is continuously flashing - why?

The neon is continuously flashing. When I tries restoring the software I get error 1611

Make sure to use a USB cable that supports data transfer. (USB cables bundled with other devices may be charging-only.)

Tried that with the same result. Presently trying through a windows PC. Maybe a Mac will solve the problem?
