Cannot Upgrade iCloud

Please help me upgrade my iCloud so that I can upload photos on a Google Photos slideshow for a 50th HBDay celebration in 2 hours (3pm PST).

When I opt to 'upgrade' my iCloud on BOTH my iPhone XR and PC laptop (MS Surface Pro), the error message after inputting the credit card info reads "your device has been inactivated by Apple and iTunes.' And I cannot find a customer service assistant from Apple or iTunes to assist me to get past this error.

PLEASE HELP. URGENT request!
