Transfer Directly from iPad

Trying to transfer data from iPad Mini 2 (IOS 12.5.5) to iPad Mini 6. Upon selecting the Transfer Directly from iPad option, the transfer starts but then ends by returning to Quick Start screen. Please advise.

If quick start fails, use one of the other available approaches, such as an iCloud or local backup.
