Hey there! In order to download Apple updates, you will need to connect your iPad to Wi-Fi. This is to prevent unforeseen data charges as the updates are pretty big
Go to Settings > Wi-Fi, then turn on Wi-Fi.
And then go back to the update option and you should be able to update your iPadOS. I would also recommend turning on the "Automatic updates" option as this ensures that your iPad gets the latest security and feature updates from Apple
