choosing currency for payment

Payment method always use the local region currency. Is it possible to define currency for the AppStore purchase. The issue is that conversion from USD to local currency have a higher cost then paying in USD directly. Since I have USD on account, I lost money with each payment. Thnx

You have no control over the currency used in a particular country's App Store.
