If your TM is clean and used for Big Sur it will format to APFS regardless how it was formatted before. The only time it will keep the HFS journaled is if you have another OS backed up on the drive with that format.
Firstly the new Drive needs to be formatted into something Apple Big Sur will understand like HFS Journaled with GUID Partition Map.
Once that is done and using Time Machine Backup Application to setup the new drive, it may present to Convert the drive to the newer APFS Format which is reported a requirement in Big Sur.
