I put my SIM card in why new iPhone 13 but I'm still not able to make calls on it

I put my sold SIM card from iPhone 7 into my new 13 but I'm not able to make or receive calls. What am I doing wrong?

If you are unable make a call or receive; If you can't make or receive calls on your iPhone - Apple Support

You have to activate the card with your carrier
