ANY GPS functionality in a WiFi ONLY iPad is the result of a triangulation system that uses nearby WiFi signals to attempt to provide an accurate GPS location.

In areas with lots of WiFi signals, the GPS/Apple Maps/Google Maps fuctionalities may work well enough for the GPS to get you to a destination.

Without enough WiFi signals in the area to be ale to triangulate your location, route and destinations, the GPS feature, just using Wifi signal triangulation may not be adequate enough to get a route to a destination.

ONLY WiFi and cellular iPad models have a true GPS system and antenna in them to detect the actual GPS satellite signals and cell phone tower signals to be able to use an iPad as an accurate and precise GPS device.
