How are you connecting your iPhone to the Internet now? ... via cellular data or Wi-Fi? If you are only connecting your iPhone to a cellular voice service, you will need to contact your provider to see if your cellular plan includes data as well.

Settings > Cellular Data, find App Store on the list and enable it.
If app you wish to download is larger than 200MB, you might need to adjust settings under Settings > App Store > App Downloads too.
