when i try to open app store it ask me to use cellular data how do i enable that

How are you connecting your iPhone to the Internet now? ... via cellular data or Wi-Fi? If you are only connecting your iPhone to a cellular voice service, you will need to contact your provider to see if your cellular plan includes data as well.
