The "text message forwarding" was not listed on my iphone, but after a second restart it is now there. I made sure my iPad is the recipient of the forwarding. It seems to be working now. So, thank you!

The only way to be able to send/receive SMS on an iPad is if you have Text Message Forwarding activated on your iPhone, logged in with the same Apple ID as the iPad. The iPad cannot send/receive SMS on its own because that uses the cellular network, and the iPad is not a phone. Even with a cellular iPad you cannot because it does not have access to the cellular voice band. If you have an iPhone, check the settings for Text Message forwarding. If they are on and selected for your iPad, turn that off, power cycle both devices, then turn it back on in the iPhone and select the iPad. Test again.

No iPad CAN send SMS messages.

As far as I am aware, you can ONLY do this when an iPad is tethered to an iPhone.

Do you own an iPhone and is it still tethered to your iPad for messaging SMS messages using the Messages app on your iPhone?

If you have an iPhone, you may need to reset this up by re-doing this on your iPhone.

You might have to your change Apple ID password on your iPhone to this new password on your iPad. also, to get SMS Messaging to work on a iPhone tethered iPad, although I am not 100% sure on that advice.

I believe ALL Apple ID and Apple ID passwords need to be the same across all linked/tethered devices.
