How is the external drive formatted?

Notice that my Photo Archive which is formatted "Mac OS Extended (Journaled)" can be removed from the "Exclude...." list and backed up by Time Machine.

If the external drive is formatted FAT32, eXFAT or NTFS, then you need to copy the photos to a Mac OS formatted drive.

Or optionally copy the photos somewhere else, reformat that drive and then copy them back.
