Welcome to Apple Support Communities. We understand that you don't see Face ID and Passcode settings on your iPhone. Right?
We noticed that you recently reviewed If an alert says Face ID has been disabled on your iPhone or iPad Pro. Are you seeing anything on your iPhone that mentions Face ID is disabled or what happens exactly?
If you are not getting an error message, make sure that restrictions haven't been enabled on your iPhone. You can find that from Settings > Screen Time > Content & Privacy Restrictions. Check out Use Screen Time on your iPhone, iPad, or iPod touch for further details about these settings.
