Adding licenses to Apple wallet

Trying to add licenses to Apple wallet. I live in ga a state that supports it but the feature is not there when i go to add card. Do u know when it is coming or do i need to do something in settings.

iPhone 12 Pro Max, iOS 15

I’m having the same problem. Updated to IOS 15. And still can’t upload license
