Hello,
I see you are clearly saying your App Store has been disabled. I could refer you to several different documents at this point but I will favor the one that directly deals with your issue instead of several other "disabled" issues too. I may be making a huge mistake in this omission this since even if you say it is your App Store that has been disabled we could both be grievously wrong. On the other hand I don't want to send you on a wild goose chase so I will be firm in my conviction this is indeed what you need. If we are wrong I am sure we will be guided correctly.
Apple says if you see this message (or one saying, "You cannot login because your account has been locked" ), "there might be a problem with the payment method that you have on file." Apple Support is the only one who can fix this for you.
