How do I restore a disabled ipad with a Windows PC? I have attempted to follow several tutorials but the device when plugged in is not visible to my computer.

If your device is disabled or you forgot your passcode, you will need to erase your device
Follow the steps in this article:

If you have a backup you can restore it from that
