Apple logo blinking - Ipad cannot be restored nor updated

Today my Ipad (7th Generation) stopped responding, the apple logo keeps blinking (I bought it 11 months ago...) . I was on the phone for 30 mins with apple customer service and they could not make it work. Tried updating / restoring using two different computers (Mac and windows) with itunes, several attempts on each computer and nothing. At the end they told me to bring my ipad to an apple store... but I am not in the US right now and they could not refer me to any tech support where I am.

Can any body please help me? I refuse to throw to the garbage almost USD 1,000 worth of equipment with less than a year of use... if you know what I mean.

Any idea is very much appreciated!
