New iPhone 13 and the dictation setting will not disable. The only way to get it to disable (get rid of blue mic at top of phone and stop “typing” everything that is said in the message app) is to dis able voice control/turn off Siri. What is the fix for this? This is for a regular iPhone 13 NOT a Pro Max.
The "Voice Control" accessibility feature, shown as active by the round blue microphone at the top of the screen, will insert any utterances that don't match a command into any active text area by default. To prevent dictation and only listen for commands, say "Command Mode". To restore the ability to dictate in addition to commands, say "Dictation Mode". And if "Voice Control" is not what you want, you can turn it off at Settings > Accessibility > Voice Control.

If the issue continues after that, test this in other apps and see if this only occurs in Messages and get back to us with the results.

We have done this. Dictation is even showing as off but the mic is still blue. The only way to get the mic to turn “grey” is to turn off “Hey Siri”.
We have restarted the phone several times and this issue continues to happen with anything requiring the use of the keyboard.
