It says put apple id during activation lock - and says phone number, but the number inserted is incorrect

If the phone is activation locked you need the Apple ID and password. You don’t need the phone number. You may need the phone number after entering the correct Apple ID and password if you have 2 factor authentication enabled; that is the number that the authorization code will go to.
