You need to start a service request or take the device to an Apple Store. Logging in to the Apple ID is not generally required to make use of Apple Care.
The Apple Care coverage can be determined from the device's serial number or IMEI number which can be found in the devices SIM card slot ion it has one.

AppleCare is on a device whoever owns it so it shouldn't require your Apple ID to take advantage of it, though Apple will likely require a way to communicate with you about the repair.
You don't say what device you have that needs repairing.
