Need to downgrade storage. I have been paying $.99 a month for 5GB and not 50GB

Why am I being charged $.99 monthly when I only have 5GB of available storage?

You can verify your storage at iCloud.com/settings or by going to Settings > {Your Name} > iCloud. If you're being charged, you should see 50 GB. Is it possible that you are being charged on a different Apple ID? You can review your purchases at support.apple.com/billing.
