I got the same problem and I found the solution. The problem was Accessibility settings changed during "External Keyboard support tests". So when I change back this option "Settings > "Accessibility" > "Keyboards" > "full Keyboard Access" to "Off" > after that Full screen mode in iBooks come back :) I hope it helps. My IOS 15.0.2 > iPhone 12 Pro Max :) So it looks that Apple change something in external keyboard support but forgot to disable it in iBooks xD
