How to remove "purgeable" memory?

You don't remove purgeable space. The OS does it when something requests more space than is currently available and removing the purgeable items will clear up enough space.

Purgeable space does not mean you don't want it on your Mac. It just means the OS can recover a copy of those items from the cloud or some other location. It can also be local snapshots which would be purged when the space was requested.

But, if you really want to remove the "purgeable" storage, you can offload your files that you have copies of in iCloud Drive.
