Wifi and Bluetooth auto activate after being turned off

There is a bug with my iPhone. Once I have turned off the Bluetooth and WiFi manually. They automatically turn back on after a while. This has caused me inconvenience on a number of occasions. When I turned these off, I turned them off for a reason. Why on earth are these being automatically activated against my wishes?
