I just got the new iphone 13 which is running iOS 15.. I manually wrote about 20 different reminders and they were all there and app was working fine reminding things left and right for about 5 days. Today all my reminders are gone and no where to be found!? I did a lot of re starts, followed a few steps from YouTube and nothing .

Why: "Reset the Home Screen Layout..."?:
Seeing the tittle: "Reminders all gone IOS 15", I was thinking that the "Reminders" app was gone from the Home Screen. Turns out that wasn't the case. Having reset the Home Screen would have brought it back, though.
Report this to Apple:
As for the official issue, it is an issue reported on these forums quite often. Thing is, Apple rarely reads the forums as it is, on their own time. So, report your issue to Apple.
Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.

Had similar problem when i upgraded iphone to iOS 15.0.2 from 14.7(?) as in all reminders disappeared.
Went to Settings then Apple ID (top item) then agreed to new terms and conditions for iCloud and reminders came back instantly.
All I did was going to "settings" and updating my iOS to the newest version and accepting the terms. I guess the havoc was related to some updates of privacy terms. The reminders disappeared after I updated the "reminder" app but not the whole iOS. Hope this helps.

iOS 15.1 seemed to resolve my reminders app syncing with iCloud problems albeit it is very slow to synch …
I still cannot recover my reminders on my iPhone X with iOS 15.1
Just did what you suggested and it worked the wonder! Almost had a heart attack when all the reminders disappeared.
iOS 15.2 fixed my Reminders issues
