Why can't I use my Payoneer (Euro Currency) Debit card to purchase from Apple France's site?

Hello. I live in Bangladesh. And I want to purchase a gift for my friend who lives in France. But when I tried to use my Payoneer Debit card, it just says "card has not been authorized. Please verify the information entered and try again, or use another payment method."

Please help me to fix this problem. Many thanks!

To me it isn't clear if you even can send a gift to a person in another country. For example the US version of this web page only talks about sending gifts to a limited number of countries even if you use the other country's web site.
