What happens when you try to download?
Are you sure it's trying to charge you? Asking for verification of payment method does not mean its going to charge you, just that there is an issue with the payment method that needs to be verified. If your payment method stopped being verified for any reason, you need to verify it before you can use the store services which includes downloading free apps.
Verify the payment method and it should let you download whatever it is without issue and without charging you if it's a free item or it has already been bought.
