Error adding another iPhone user as account recovery contact - "You can only add people who are using an Apple device"

Trying to add my husband as account recovery contact. Getting error message that says, "You can only add people who are using an Apple device." He's on iPhone 13 and so am I. What is the fix for this? We've walked through the article on setting up account recovery and verified that he meets all of the criteria (Apple ID, 2FA, etc.)

It got fixed for me by enabling iMessage in Settings. It was off in the iPhone of the person I was trying to add.

Solved this - there were two things, not 100% sure which one fixed it for me - maybe both?


First, I had not swapped the SIM card from my old phone and I think that caused some confusion so I fixed that. The 'recovery phone number' I was trying to add was the same as the current device because of the SIM card installed.


Also the iPhone connected to my other account was in 'Airplane' mode at the time so there was no connection when I tried to add it as a recovery contact. When I got back online it worked.

In order to set up an account recovery contact, all your devices using that Apple ID must be running the latest version of least iOS 15. If there are devices that are running an older version, you might be prompted to update: Set up an account recovery contact

I am also facing same issue. I am not seeing "Choose someone else." option while adding recovery contact. I do not have any family member added and do want to do so. I tried using "+" option to add and also manually typing contact name in To: section. Still I am getting same error. Both me (iPhone 11 iOS 15.1) and my daughter daughter (iPhone 13 Pro iOS 15.1.1) are above recommended age, 2-F auth enabled and passcode using face ID and pin enabled. I m missing anything ?
