Ipad replace is it really replace with a new ipad? URGENT NEED HELP

I sent my ipad to apple authorized retailers and wait for 15days and apple said will send a replacement product, is the product is whole new?

after i waiting for 15days the ipad what i get is unfunctional, which even cannot be switch on ..
