iOS 12.5.4 is the latest iOS version for iPhone 6 Plus. You need at least an iPhone 6s to update any further.

Without knowing anything else (error messages, etc.) perhaps this article will help:

iOS 12.5.5 is now the most current version of iPhone 6 models.
