When I backup to PC does my photos get backed up as well?

I turned off iCloud photos because I have the free 5gb and I ran out of room. When I backup my iPhone will my photos be backed up to my PC?

Yes, they will be part of the backup. You may wish to sync your photos to your PC too and back up the PC. https://support.apple.com/en-us/HT201302
