Apple Watch Series 3 has a red exclamation mark on after software update

My watch has a red exclamation mark after updating the iOS with message at the bottom saying www.apple.com/help/recover.

Any assistance with this?

I tried the help found online, that did not help.

I booked it in at an istore and was told that I would be charged R250 because the watch is out of warranty and i'd then be given a quote for a new watch as they do not fix this as apparently it is a hardware issue.
