New iPad Air set up, stuck on Software Update screen iOS 15

There is no button or interface to start the software update on a new iPad. I am using an existing cloud backup from iPhone. It is unacceptable that a device would ship with an issue like this

Begin with a forced-restart of your iPad - as this will often resolve an isolated issue:

On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
On other iPad models: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

Did not help. Also tried doing a manual restore instead of the quick restore, no difference. There is still no button to click on the software update screen.
