iCloud photos is not working

I got more icloud storage and tried uploading my photos because my phone ran out of storage, but only some photos were uploaded and icloud photos was stuck on 1 percent and nothing i tried helped fix this. I tried tuning my phone on and off, also disabling and enabling icloud photos, resetting my network settings, trying with wifi and without, deleting all photos on icloud and trying to upload it all over again, anything i saw people do online, but nothing helps! I’m desparate i just can’t fix it..

and there’s plenty of free space on my icloud. Anyone knows what to do?? It just uploads forever but won’t actually upload anything.
