I have purchased 9 ipads for our preschool can they all have the same apple id

In theory they could but then anything done on one would also appear on all the others. You are also getting close to the limit allowed for doing certain things with one Apple ID.
See and remove your devices that are associated with Apple ID purchases - http://support.apple.com/HT204074
"You can have ten devices (no more than five of them computers) associated with your Apple ID and iTunes at one time."
Since this is for a school you may wish to investigate how to manage many devices under an educational setting.
