If you have had 2 Factor ID on your phone for more than 2 weeks, you will not be able to remove it. It is an important security feature explained in this link...

If your Apple ID was created more than 14 days ago, then you cannot remove the Two-Factor Authentication feature. You will have to create a new Apple ID and leave 2 Factor Autentication OFF. I, among many, strongly recommend to continue to use Two-Factor Authentication. This method keeps your data secure from those who steal data from others. It is a preventive measure that is very good.
