I have been bought my iPhone 12 last August 2021 and less than a month I notice that the paint around my rear camera is peeling off. Is this cover with the warranty? I’ve read the issues and it is happen not only to me.

No. Cosmetic issues are not covered under Apple warranty.
I'm going to guess you didn't put the phone in a protective case, which would have a raised edge over the camera surrounds, preventing them from coming in contact with surfaces when the phone is placed camera side down.
