My wife bought 200 GB iCloud storage for us to share on our two iPad and her iphone. but we can’t figure out how to share?! Is this an inherent problem (most men never learn to share with their wives); or does something on her iPad also need to be switched or reset? 💁

You need to enable family share. https://support.apple.com/en-us/HT201088
Then you should be able to share purchases, space, etc.
