Smart playlist that refers to other playlists not transferring to iPhone

I used to have a smart playlist that would combine two other playlists and for the life of me I can't get it to sync to my iPhone anymore. This is my main playlist I use so it's especially frustrating.

The rules are fairly simple:

Match any of the following:

Playlist is playlist x

Playlist is playlist y

Live updating enable

I can get other smart playlist rules to work. Playlists x and y are transferring and are not smart playlists themselves. However, the moment I have a smart playlist that uses the "playlist" option, it doesn't seem to want to transfer. I've also tried referring to only one playlists and tried referring to other playlists without success.

I recently made the switch to managing my library through Apple Music shortly before also upgrading to the iPhone 13 Pro. The issue starting happening since once of those but I'm not sure which. I'm wondering if others are having this issue or have been able to figure this out.
