Before applying for an apple credit card, would like to clarify this question: can he/she go to a preferred/partnered bank OR ATM to pay for apple credit card dues rather than setting up a bank account to disburse the funds for payment?

We see that you have questions regarding paying an Apple Card, and we'd be glad to clarify for that for you.
With the Apple Card, payments are made through the banking institution that you set up for the direct payments to be made. You can schedule a reoccurring payment, or one-time payments but this would all be processed with the bank account that you have set up for the direct transfer.
