My phone won't let me press on any apps, answer or make any calls, and won't let me shut down my phone

How do I get my phone working again? Yesterday (10/1) I couldn't answer or make any calls or facetimes but I was able to go on apps on the phone. And today (10/2) around 1-2 pm, it completely stopped working, every time I press on an app it won't do anything, whenever I press on a notification, it'll just take me to the home screen. My dad advised me to turn off my phone and turn it back on again, but it won't even let me turn it off. What should I do?
