As I’ve never seen a post from you before, I have no idea what troubleshooting you have done. Here’s some things to check:

That’s about all I can think of without additional information from you, such as did it ever work? What other troubleshooting have you done? Is it all recipients, or only some?

I'm having the same issue but I've had it since I switched from Pixel to iphone back in February. I've worked with the phone carrier and according to them everything is fine on their end. If I try to send a picture to an android phone I get an error that says MMS messaging must be turned on, but I don't have the option to turn it on! In my messages settings I have a toggle for "Send as SMS" but there is no option for MMS.
If there is no option for MMS that means that it is not provisioned on your account, no matter what the carrier tells you. Escalate it with carrier support. And call them; carrier stores are staffed with minimally trained sales people who are generally clueless about even basic network functionality.
Are you referring to 15.0.1? Were you able to text with SMS in 15.0?
Yes, it started when I installed OS 15, and continued with OS 15.0.1. I had an appointment at the "genius bar", they said it was t-mobile's fault.

There is nothing to fix. You need to get T-Mobile to fix it.

I have Sprint and it’s happening to me
Call T-Mobile and get it fixed.
I’m on Verizon and can’t send texts
