Safari 15 opens all my bookmarks

Something has been haywire with Safari for quite some time now on my Mac. In Safari 14, if I opened a new window (with either command+n or file > new window), it would load all of my bookmarks in the new window. I recently upgraded to Safari 15, and the problem has progressively gotten worse. Now, when I relaunch Safari (either from quitting & relaunching, or restarting the Mac) it will load all of my bookmarks instead of the last saved state.

Since essentially the same behavior has carried over between two versions, it doesn't seem like it's a a browser bug. I did a "clear history..." from the menu, and that had no effect. What the heck is going on with this?

There have recently been many reports of a broad range of new problems on this support site about the latest release of Safari v15. It is included in the downloads for Big Sur and Catalina. If you are experiencing these problems, you can use another browser such as Firefox or Chrome and they will work for you until a newer version of Safari is released.

I have read here that Apple's support people have a link to reinstall Safari and that doing so often fixes the problem. You might check with them.

Thank you - do you happen to know where a link to reinstall Safari was provided (from either Apple Support or the community forums)? I'm not finding it.

My conventional understanding is that Safari cannot be reinstalled without reinstalling the entire OS, which I'm prepared to do for the time being -- so if Apple has provided a way to do just the browser, that could possibly be a fix for my issue.

I have a link I found. It is below. Also, I wonder if the same version of Safari is being used for Catalina and for Big Sur. You are right in that Safari cannot normally be individually installed. Apple did provide a Safari specific link for the latest release (that turned out to be the problem). So, I can not say definitively that the reinstall process is for a corrected version.
